It provides the framework for evaluating reserve fund health, interpreting reserve study recommendations, and setting annual contribution strategies. ---------------------------------------------------------------- 1. BACKGROUND AND RATIONALE ---------------------------------------------------------------- Reserve funds exist to fund the eventual replacement of major long- lived common-area components -- roofing, paving, pool equipment, elevators, HVAC systems, and similar assets. Without adequate reserve funding: - Boards face special assessments when major components reach end of life - Property values decline as deferred maintenance compounds - Lender and agency financing for unit purchasers becomes unavailable - Directors face heightened fiduciary exposure An adequately funded reserve fund is a board's most effective tool for protecting the long-term financial health of the community. ---------------------------------------------------------------- 2. DEFINITIONS ---------------------------------------------------------------- Reserve Study A structured analysis prepared by a qualified reserve professional, consisting of a physical analysis (component inventory and condition assessment) and a financial analysis (30-year cash-flow projection and funding plan). Updated every 3-5 years; annually between full studies. Fully Funded Balance (FFB) The reserve fund balance that exactly matches the total accumulated depreciation of all studied components. A reserve fund at 100% funded equals the FFB. Reserve Funding Ratio Actual reserve fund balance divided by Fully Funded Balance, expressed as a percentage. Funding Strategy The long-term approach the board has adopted for reserve contributions. Common strategies: Full Funding (target 100% FFB at all times), Baseline Funding (keep balance above zero across 30-year projection), Threshold Funding (maintain balance above a board-set minimum). ---------------------------------------------------------------- 3. CICSC RESERVE FUND ADEQUACY BENCHMARKS -- REVISED Q2 2026 ---------------------------------------------------------------- 3.1 Reserve Funding Ratio Tiers 70% or above -- ADEQUATE (CICSC Recommended Minimum) Required Action: Annual review; maintain or increase contribution per reserve study 50-69% -- DEVELOPING Required Action: Develop written plan to reach Adequate tier within 5 years 30-49% -- UNDERFUNDED Required Action: Present written remediation plan to membership at next annual meeting Below 30% -- AT RISK Required Action: Immediate board action required; reserve study update mandatory Revised from prior 60% minimum benchmark, effective Q2 2026, to align with updated industry research on funding adequacy and association financial health correlations. 3.2 Minimum Annual Contribution The board must contribute to reserves at a level no lower than the reserve study's recommended annual contribution under the board's chosen funding strategy. Contribution reductions below the recommendation require: - Written board resolution stating the basis - Disclosure to membership at the next meeting - Documentation that the board has reviewed the impact on the 30-year projection 3.3 Reserve Study Currency A reserve study older than five years is insufficient. Boards must maintain a current reserve study updated within the prior five-year period, with annual updates between full studies. ---------------------------------------------------------------- 4. RESERVE STUDY REQUIREMENTS ---------------------------------------------------------------- 4.1 Component List The reserve study must include all major common-area components with: - Current replacement cost (updated for inflation) - Estimated remaining useful life - Year of expected replacement - Annual reserve contribution required 4.2 Financial Analysis The financial analysis must include: - Current reserve balance - Recommended annual contribution under the board's chosen funding strategy - 30-year cash-flow projection showing no negative balance (for baseline and threshold strategies) - Sensitivity analysis showing the impact of major cost variances 4.3 Qualified Preparer Reserve studies should be prepared by a qualified reserve analyst -- preferably a Registered Reserve Analyst (RS) or Professional Reserve Analyst (PRA) credentialed through the Association of Professional Reserve Analysts (APRA) or equivalent. ---------------------------------------------------------------- 5. BOARD COMMUNICATION REQUIREMENTS ---------------------------------------------------------------- 5.1 Annual Disclosure The board must disclose the following to members annually: - Current reserve fund balance - Current reserve funding ratio (actual balance vs. FFB) - Reserve study date and the next planned update date - Annual reserve contribution amount (current year and proposed next year) - Any material variance from the reserve study recommendation, with explanation 5.2 Special Assessment Notification If the board determines that a special assessment for a reserve-funded component is necessary, it must disclose to members: - The component requiring replacement and the projected cost - The reason the reserve fund is insufficient to cover the cost - The contribution history relative to the reserve study over the prior five years ---------------------------------------------------------------- 6.
